Please advise whether State Government or State Agencies are exempted from service tax. i.e. they need not to pay service tax on Bid processing fees etc.

State Govt. or state agencies are not exempted from service tax. Most services provided by the Central or State Government or local authorities are in the negative list exempted from service tax.
