If I pay Rs. 9000/- to unregistered transporter who is not a GTA, then at what GST rate I have to charge reverse charge.

No need to pay any GST under reverse charge as transporter is not a GTA.

Transport of goods by road except GTA is exempted.
So no need to pay tax on it.
