Transportation of goods by govt passenger bus

Is it fair to transport the goods by govt passenger buses as per GST. However No builty is being provided by bus drivers or any athorities thereof,

Pls clarify.....

09 January 2019 E way bill is required as it's motorized transport. No prohibition in GST but transport authority won't allow it.
