As per sec 194C, TDS is deducted on Work Contract but not applicable for payment made under contract for sale of Goods.

W.E.F 01.10.2009, Work include "manufacturing or supplying a product according to requirement or specification of a customer by using material purchased fom such customer".

So if you provide material or printing is as per your specification, it will covered under work contract, and hence liable for TDS.
