Tds on salary

A company started to pay salary to director for Rs. 1 lac per month from 01.10.2015. But company didn`t deducted TDS on salary for the month of oct salary. but co.want to deduct TDS from Nov`s salary. can co. do so without any penalty under IT ACT.
