Indian Company has to pay Commission to the Pakistani National Resident for the Services rendered in Pakistan. The Service Provider has no office in India. Kindly give clarification whether TDS on Commission is to be deducted in this transaction as the Service Provider is the Member of SAARC and he has registered with Double Taxation Avoidance Agreements
