Is TDS is deducted on the amount inclusive of service tax or exclusive of service tax????

TDS has to be done inclusive of service tax. however, exemption to this is in case of rent tds should not be done on service tax portion.

In case of Rent, Service Tax charges by Landlord to be ignored while deducting TDS on Rent because of ST is not in nature of Income of Landlord Circular No. 4/2008
