As per Budget 2009 propsal only baisc rate of TDS apply for deducting TDS no surcharge or education and higher education to be deducted. i want to know from which date this is apply?

This is mentioned in proviso to sub clause 11 and 12 of clause 2 of The Finance (No.2)Bill 2009. Clauses 2 to 83 is applicable from 01/4/2009 vide clause 1(2) of the said bill. So if the President of India gives assent to the bill ,effective date for the query is 01/4/2009.
