13 June 2018 if anyone has not filed his ITR by any reason whatsoever for the AY 2017-18..can he file the same under section 148 voluntarily??

13 June 2018 no. you can not file voluntarily. But if you have refund or loss to be c/f you can apply for con donation of delay

13 June 2018 It's okay and well understood but how to obtain order of designated authority u/s 119(2)(b) because in the said return filing process there were demanding to mention notice no. u/s 119(2)(b) and date of said notice..
Whether there's any online process to making application for obtaining order u/s 119(2)(b) or it should be in the offline paper mode?

14 June 2018 No online facility right now. Apply offline and after getting order, file return online or
off line as the case may be.

14 June 2018 In offline paper mode, there were any prescribed format for making application to obtain order u/s 119(2)(b) or it should be on plain paper?? If having any prescribed format then please give that format for making application to obtain order u/s 119(2)(b).

14 June 2018 there is no prescribed method. In case you are unable to figure it out, then use a local CAs services as this application goes directly to the CIT and should be properly drafted and filed.
