Can the amount received from promotor( A Private limited Company) be considered as deposits? will it come under the definition of depositors?

Yes, it would fall under the defination of the exempted deposit mentioned under Rule 12 (1)(c)(xiii)(b) of the Companies Act 2013 which states that loan is provided by the promoter or their relatives. Return of DPT 3 shall be filled under the head exempted deposit
