procedur to check tax evasion?

if one finds that there is heavy tax evasion going on in factory etc,near by you
and if one wants that dept.must take action against it......
is there any provision in our law regarding it under which one may file an application etc.with i.tax deptt.to stop this tax evasion by raid etc.?
