ITC not availed in FY 17-18 & 18-19

13 January 2020 Party had imported goods but not paid RCM on ocean freight. If Party pay now RCM on ocean freight of FY 17-18 & FY 18-19 with interest then can party claim ITC of FY 17-18 & 18-19 ?
