I has got registration no on 28.07.2017..I didn't have any purchase & sale during the july-17. Do I have to file NIL return of GSTR-3B or not....Is filling return of GSTR3B is mandatory for nil business???

Once registered you have to file return whether it is nil return or not.

when return is nil of July-17...I have filled "0" in all the columns under GSTR 3-B...Now
I am trying to click on "submit button option" under GSTR 3-B, but it is not enabled....why..???? It means It isn't accepting nil return???
