Is certificate require for withdraw gain in capital gain a/c

21 June 2018 My client was sold a land in 2015 and gain has been transfer to capital gain account. Now he want withdraw amount from the capital gain account. Bank ask certificate from Income tax officer from ward.Is it correct or not and tell me section for same.
