Intimation demand under sec 143/3

19 December 2017 I was under scrutiny assessment for Assessment Year 2015. Now I have received intimation of demand under section code 143/3. Does this mean this is final assessment order? I have received this online but no order is enclosed giving details of this demand.

Can IT department raise initial demand ,followed up by final demand?
