Can a registered wholesalers supplies goods to a unregistered retailer with charging gst in his invoice. Does the wholsaler gets ITC in these sale.

Does the wholsaler raises a tax invoice to an unregistered retailer for his goods if it is considered as a valid sale. What should be the format of this invoice.
