Is GSTR9 & 9C mandatory to file where the turnover is 75 lacs, but I have to claim a refund of 4.5lcas.

GSTR-9C: Not mandatory for turnover of ₹75 lakhs.
GSTR-9: Mandatory to file.
Refund Claim: Can be filed without GSTR-9C.
