If an employee received arrears of salary in FY 2018-19 related to FY 2017-18 then for which year form 10E is to be submitted. i.e for Assessment year 2018-19 or A.Y 2019-20.

thank you, sir, but on income tax website it is not available now, then how it will be submitted to the employer for no deduction of TDS. as the employer told the employee to provide acknowledgment of form 10E to claim relief u/s 89. & no deduction of TDS.
