In case payment is made to NRO account of non resident. Whether form 15CA/15CB is required to file? Please answer asap.

Provision of ITA says form 15CA/CB is required to file when payment is made to Non resident. It does not says that money should go outside India.

24 May 2016 Form 15CA/CB is required when you transfer money from NRO ac to NRE ac. Only NRE balance is repatriable.
