Kindly guide me that we can file income tax return for the assessment year 2016-2017 now and if file is there any penalty. and can we file income tax return till march 2018 for the assessment year 2016-2017

Yes it can be filed till March 2018. No penalty will be levied.

Yes... You can file your ITR for AY 16-17 u/s 139(4) Upto 31st March 2018...
Note :
Also the last date of filing ITR for AY 17-18 u/s 139(4) the same date of 31st March 2018...
