I am unable to understand the conclusion in the above link. could you please help me on this ?

this is case refrance of an asesse under compound levy scheme who did not file ER-1 RETURN,PLENTY IMPOSED Rs.5000. so it is advice you please file ER-1 Monthly Return even you are compound levy scheme.
