Yes from 1.10.09 amendments of Sur.& Edu.cess is not applicable but on TDS not on service tax.

Surcharge has never been applicable on Service Tax. Only Education Cess is applicable on Service Tax

Surcharge is not applicable,perhaps it relates to Income Tax not on Service Tax.But education cess and secondary and higher education cess is applicable on Service Tax.
