No, because ICSI guidance note says AR should be signed by a CS as defined in section 2(1)(c) of The Company Secretaries Act,1980,and that section defines CS as a member of the ICAI.

My question is not relating to filing of AR only but other returns also.Further,I am not asking power to certify the return but only signing on behalf of the company as is normally done by cs/director
2) Repeat same observation for other returns as well, because signature should accompany Membership number which the said AGM may not have being a non-member.
