Demand for non credited of tds

Income tax officer of my jurisdiction send a letter for demand for the A.Y.2011-12,2012-13. I am employee of state govt. so, tax were deducted by DDO. each and every year. My question is this shall I pay the demand arised by the ITO?

Please check the veracity of the demand with form 16 vs the assessment order and the decide to pay or not,
