At what time the Capital Gain tax payable in the hands of Land owner. JDA between Land Owner (Individual ) Builder (Partnership Firm). Kindly inform me.

Land owner has to pay capital gain tax both the times (I.e. at the time of receipt of completion certificate and at the time of sale of that flat).
