whether vat should be deducted if contractor has no Tin number and if he has no TIN and contract is WCT then what should be done in this case

a WCT contract is executed fr painting of building but the contractor has no TIN number so whether VAT should be deducted fr the said contract and if no vat is to be deducted then what steps should be taken by the contractee
