Dear Expert, Please guide if Education cess & Higher education cess is applicable on TDS or no for financial year 2009-10. Awaiting your valuable reply

For FY 2009-10 no cess is to be deductible with TDS except payment of salary to noth residents and Non residents and other payments to Non residents.
