Please guide if Education cess & Higher education cess is applicable on TDS or no for financial year 2009-10.

No cess is to be deducted on non-salary payments made to resident tax payers.

For FY 2009-10 no cess is to be deductible with TDS except payment of salary to noth residents and Non residents and other payments to Non residents.
