Certain situaions are given in CBDT Circulars 714 dt 3/8/1995 and 715 dt 8/8/1995 which can be down loaded from www.incometaxindia.gov.in

As per the current provisions, in case of TDS u/s 194C(Payment to contractors or sub contractors), the maximum rate can be 2.266 %.
