Can Doctor and Non-Doctor form a partnership firm and run a hospital by the abovementioned firm? Please also mention, which points should be considered while creating this firm.

Yes, such partnership can be formed. No need for any special points to be considered. Both the partners can take salary one may be doing doctor's service and other may be doing managerial service.
