can i file ITR for the year ended 31.3.21 and 31.3.22 now in sept 2024
if yes --the limit dates and penalty to be paid. --TDS is there in both years
can i claim the refund now by filing the ITRs

Yes, you can file ITR u/s. 119(2)(b) IT act, after getting permission from Principal CIT of your Jurisdiction.
