Interest under section 148

our Client has received notice u/s 148(income escaping assessment), for which interest under sec 234a is Charged from 1-aug-2011 for AY 2011-12, whether it is correct or wrong, we believe it should come from 31-oct-2018 ie the date of completion of assessment

Interest can be levied from 1-8-2011 to the date of filing the return.
