30 September 2013 if a person is income tax assessee and regularly filling his IT return.... suppose in a particular year he is not having any income...do he has to file nil return.

30 September 2013 Yes he had to file income tax returns irrespective of the fact whether he is having Taxable income or not.
In other words even if his income is below basic exemption limit in a particular Financial year.

30 September 2013 I would have to disagree with Rajesh here.

As per section 139(1)(b) only if the income exceeds the exempted amount, the return is to be filed.

However, it is a good practice to file return even where the income is below the maximum exemption limit.

30 September 2013 No need to file NIL return.
