If borrower is not having any income , if Co borrower pays entire EMI he can claim full deduction. Otherwise both can claim 50% by holding 50% share.

The status of co-borrower alone is not enough but co ownership is a must to claim proportionate deduction u/s 24(b) and 80C, but can't avail full deduction.
