Dear experts, individual is exempt for ST in respect of paying freight. but if transporter charge the ST, then individual has to pay ST. my Query is :- in which case transporter can charge ST.........

Transporter has to charge ST for individuals and firms in general, but if the individual or firm is a factory then the factory has to pay ST on reverse charge and the transporter neednot pay.
I am not very sure. Lets wait for other experts opinion

Transporter is liable to pay service tax and claim it from service receiver where ever RCM is not applicable. You are right Mr. Praveen.
