If you filing return of income manually then such form 10E shall be enclose along with return of income submitting. Otherwise if you filing return of income through e-filing then form 10E shall be file in PDF through online as like how you submitting e-return of income tax through "Prepare and Submit online forms(Other than ITR)" option available at e-file tab after login into www.incometaxindiaefiling.gov.in
