26 February 2016 1. Services mentioned in mega exemption are TAXABLE SERVICES but exemption from taxation is given through notification.

2. The services covered in -ve list are NON-TAXABLE SERVICES meaning thereby they are out of coverage of service tax.

18 March 2016 In addition to that negative list - service govt does not want to charge service tax and for the changes in negative list amendment in Act require whereas for exemption govt may withdraw any time.
