My doubt is how can an outsider/ practicing professional check whether a company have created any charge on its assets
and whether the company have filed the details with ROC?

Anyone can create a login ID on MCA website and paying Rs. 50 per company and get information which has been filled with MCA. (subject to company has filled information)
This includes, ROC charges, B/s and P & L under form 23AC, Shareholder and director under form 20B etc.
In most case where company take loan from financial institution, it makes sure that a charge is filled in ROC.

Pl log in to www.mca.gov.in --> view index of charges --> enter CIN of company --> click submit. Brief particulars of charge created and registered can be seen at free of cost.
