Is educ cess applicable on TDS deducted on payments to contractors till 30th september 09?

Yes its applicable but when u Deduct is more important so if u Deduct tds after 1.10.09,No Edu.Cess Applicabel

suppose i made advance paymt in august without deducting TDS and made balance payment in oct,deducting full amount then what should be rate of tds on advance paid since liability of deduction had arisen in aug at the rates applicable at that time.
