the question is very vast. However, my answer is in general as you have not mentioned the state where you planning your opertations. There will change from one state to another as Agriculture is a state subject.
You will need to study Agricultural Produce Marketting Committee Rules and Regulations. Local VAT Act In Karnataka, pulses are not covered by Kar. Agriculture income tax act, but elsewhere it may attract tax, so agriculture income tax act.
