Sir, If anyone make IT file for any purpose by filling NIL return and he is not liable to pay tax. then will he continue his NIL return filling yearly?

apply a little bit of knowledge (section 139) and then its all logic...

Yes, one can file yearly return with zero tax. Here I wish to say that there is no bar in legislation for filling return with nil tax.
