SIR WHAT IS PROCEDURE FOR VAT REGISTRATION AND WE CAN REGISTER VAT AND CST BY ON LINE REGISTRATION.

Please mention the name of state about which you are asking the question. I know in West Bengal you can fill online registration form followed by submission of physical papers. You can check the commercial tax website of the particular state.
