29 October 2013 unregistered dealer does not charge vat on sale
so vat on purchase from unregistered dealer is NIL

01 November 2013 For the purchases from unreg dealer, we are calculating the purchase tax. Can we take input credit of such purchase tax.. ie., output tax can be adjusted against that purchase tax paid?

so there is no question of input vat or purchase tax
