14 June 2010 no. Vat is payable on purchase of goods.
In your case service tax will be applicable(provided your consultancy charges will cross maximum limit)

15 June 2010 maximum limit to charge service tax is Rs. 10 lacs,but if your gross receipts of consultancy charges is 9 lacs then you should have apply for service tax registration.
