The answer has two solutions. 1) VAT is applicable on the materials used in the construction, while on the labour part, service tax is payable.
2) There is concept called lumpsum rate ie 4%. In that case, you need not to bifurcate the details. On the whole amount, the flat rate of 4% is applicable.
