VAT CREDIT IN VAT EXEMPTED UNIT

Our Product is exepted from VAT & we are selling our products to both domestic & international markets. I would like ask that should our organization take the credit of VAT on Input of Material? Is it refundable in portion of EXPORTED material? give me the reference for such proviso..
