first i will explain two types of Sales.
i. Inter State Sales (Between States)
ii. Intra State Sales (Within the State)

1. VAT is applicable for sales within the states. ie. Intra State Sales
2. CST is applicable for Inter State Sales.

but if VAT is not applicable (i.e. dealing in such goods on which VAT is not applicable) then in no circumstance CST will be levied, even though the dealer is making interstate sale.
