07 October 2020 A new incorporated (less than a year) NBFC Withrow's cash from nationalized bank. Is the NBFC attract sec 194 N ???

08 October 2020 Yes. s. 194N applies to every person whether holding PAN or not. Threshold and rate of TDS differ in non PAN case and ITR non filer.
