The requirement is on the payee basis. . Payee means a person to whom such labour payment is being made. . In your words "30000& 75000 rules" apply. . In case you expect that these limits are to be surpassed during the Financial year, deduct "direct". . In case of no deduction also report the payment in E-TDS return. .
