what is the method to take refund, when income tax is deducted at source from banks on FD and PAN no is not provided in the TDS certificate. kindly advise

kindly request the deductor of tax to revise the E tds return so as to include your PAN no. You can also view your tax credit in Form 26AS.
Income tax department, before issusing any refund order verify the tax credit to the PAN & then only it refunds
