25 October 2013 Sir, if one person Mr. X is not liable to pay any tax for the FY. and want his TDS refund; how can he claim it?

25 October 2013 then he need to file his income tax return and can claim refund

25 October 2013 Refund of TDS can only be claimed after filing of Income Tax Return with the help of appropriate ITR form.
Even if you don't have taxable income but TDS have been deducted from you against your PAN, then you have to file Income Tax Return for claiming the refund of Tax deducted.
